I take it these are people who finance films?

Synopsis ... usually, but not always, a one-page condensation of the story ... think Executive Summary of a story.
Treatment ... usually 3-5 pages version of the story, but sometimes longer ... think Cliffs Notes version of the story.
Screenplay ... feature-length runs 100-120 pages ... this is it ... the story.
Directors notes would be if you had a director attached to your project and his notes on how he'd shoot the script ... they want to know if he knows what he's doing.

I would not provide:
Story outline ... this seems to be open to interpretation and generally are composed of the writer's personal notes

Basically, this sounds like an investor's package regarding your film project. I'm surprised they haven't asked for a budget.

Hi Guys,

First time here, so I thought I'd say hello....
Have an idea for a feature, I'm entering a competition to try and raise some cash and have a few queries...
The guys in question are looking for a synopsis, a story outline or treatment and writers notes on the screenplay, plus directors, if applicable..not quite sure what writers and directors notes are, any suggestions?

Thanks,
Simon.
