You need to locate "showrunner" producers. This clique has the attention of the networks as someone they trust to bring them programming on which they can make money.

I appreciate your post.  I am not interested in writing for an established TV show for all the reasons you have mentioned, but I do think I have a great idea for an original TV sitcom.  Is there a set process for presenting a scripts to . . . the right person(s) to pitch an original TV idea?

Of course, anything is possible. In reality, producers of established shows already (1) have a writing staff in place, (2) don't accept anything from anyone who is not on their payroll for legal reasons, and (3) they don't know you. So, realistically ... unless you've already got the job, work for the production company or know someone who does, your chances are incredibly slim. This is generally the case for episodic television. Movies (including those for TV) are different and usually produced by a very different set of producers than those who "run" shows.

My advice ... write a movie ... for television, cable or theatrical distribution. Your chances for success are far greater.
