Why black and white?

It could be, as rnbrewer said, a stylistic choice... to evoke the atmosphere of the old film noir movies, such as Double Indemnity, The Postman Always Rings Twice {the John Garfield/Lana Turner version}, The Big Sleep, or others of that genre.

It could also be a financial choice... Black and white used to be cheaper to use than color  Now, maybe not...

It's your choice, again as rnbrewer said.

I suppose the answer would be an issue of creativity. If it serves the film/plot for it to be shot in black and white than a director will call for it. Perhaps the story is being told from the point of view of the killer and he's color blind, or the black and white represents the killers very limited point of view on life. If the story is being told from multiple points of view than the black and white could represent one characters view of the world while another character, perhaps even the killer, sees the world in bright pastels. It's all up to the director. If you're directing the picture your self than I suppose it would be entirely up to you. I wouldn't do it just because it looks cool, but again, it is your film.
