If it's going to go on for a page or more, I think I would try to set it up as dual-column dialogue, particularly if BOTH need to be heard by the audience.

The proper format is:

INT. PEABODY'S BEDROOM - NIGHT

A FLASHLIGHT snaps on. PEABODY, a worldly ten year old wiseacre, crammed under his bed amid an array of dust, dishes, and dirty clothes. He prints legibly in a small diary.

PEABODY (V.O.)
What happened today shouldn't have happened to a dog. But it did. "Day One." He came.

My main script was voice-overed and inner monologued to ribbons.  I mainly sided with just putting V/O.

Dave,

I think you are correct!  I usually put my voice overs throughout my action lines depending what I want to show.  I have also included my voice overs within and around my character dialogue in order to add some depth to my scenes, rather than just telling my audience . . .

I don't think there is any wrong way to do voice overs.

Good Luck,

Dan

I think just writing VO is
enough before the character's speak
if I am correct
